I have the honour to acknowledge Your Excel- -lency's letter of 9th. April, which I hasten to reply to as I think that so far as the 1st. paragraph is concerned it was written under a misapprehension.

Your Excellency' says that had I applied to the Registrar himself in the first instance instead of to one of his subordinate officers, the information I desired would have been furnished by Mr. Seth. If Your Excellency will turn to my letter of 16th. March last which contained my first com- -plaint of Mr. Seth, you will find that I did apply to Mr. Seth, and that it was because of his refusal to comply with my request that I instructed Mr. Lee-Jones to furnish me with the information I required.

I think one question may be adjusted at I applied to Mr. Seth for the information I required with regard to the work of the subordinate officers of the Registry, not because I considered him the Head of the Department, but because he is in charge of the Registry; and as every experienc- -ed Head of Department knows, it is prejudicial to discipline to communicate directly with the subordinate officials and ignore the officer who is entrusted with the control of those officials except in very special instances.

With regard to the information Mr. Seth supplied me as to Mr. Melbourne's qualifications, he subsequent- -ly informed me that it was given "without prejudice". I confess that I am not quite clear what he means; but it would appear that he has not that sense of the duty he owes to me which Your Excellency attributes to him: he would appear in fact to question whether he has any duties at all.
